A Move Toward A 'Fair Tax' System

I suggest that states be forbidden to impose an 'Income Tax'.
States should be restricted to a retail "Sales Tax". This would address the "underground economy" that never pays any form of taxes.
This "Sales Tax" shall exclude food that is not prepared by a business establishment for profit.
States that have an Income Tax and Sales Tax shall be allowed to adjust their Sales Tax to allow for the change.
If the residents of the state decide they are being ripped off, then they can complain to their local political sponge.
Vehicle registration taxes shall exclude the first $10,000 dollars of vehicle valuation, since that price can purchase basic transportation.
Every legal resident of each state shall receive a yearly check that reflects and refunds the tax cost for a basic subsistence.
Since unprepared food is excluded from taxation, their will be no refund related to such expenditures. Items for consideration would be clothing, shoes, energy, water and basic communications.
If any of the above are taxed by the specific state, legal residents would be eligible for a rebate.
Taxes (Federal or State) on luxury unneeded items would not be eligible for refund or credit.
Fake or deceptive taxation schemes such as selective "Cigarette Fees" shall be considered as TAXES and an appropriate refund shall be included in the refund/rebate schedule.
