I would suggest it appears the answer is yes. The Great Depression was used as an excuse by FDR to initiate the first leap into Socialism, a new serious recession or a depression could be used to justify accelerating the process.
Even a mild depression would offer all kinds of opportunities for Federal laws, programs and rules disguised to help the working people while actually just increasing governments strangle hold on freedom and indirectly taking business away from private individuals.
The pampered nanny state generations would scream to be saved by Big Brother without regards to the long term effects or risks.
The current financial crisis was seeded and allowed to grow to term by Congress demanding people unqualified be given mortgages.
Energy prices have been ramped up through a variety of Demercrat Socialist schemes knowing fully well they would crimp if not cripple the economy.
The "New Deal" came from the bottom of the deck. The coming "Big Deal" will be accomplished with loaded dice.
Fabricated Federal government jobs will be used to "relieve unemployment", States and Cities will be brought under tighter control by D.C. and many Socialist schemes will be rammed into law.
This project can only succeed if enough illegal voters, mush-minds, corpses and fake voters can be gathered to win the Presidency, the House and the Senate in November. They would then have 2 years to essentially run amok before the next election
