ON LINE TERROR: STEP- BY- STEP INSTRUCTIONS

While security has been ramped up worldwide following the London and Egyptian terror bombings, one British- based terror expert says a potential goldmine of information for terrorists is apparently being allowed to continue unchecked – on the Internet.
Talking about a version of the "Terrorist's Handbook" available on line, freelance spy Glen Jenvey said in an e-mail interview, "(This is an example of) how easy it is to find sites that show terrorists how to make bombs. In this ... day when we live in (a time of) terror, such sites are open and could be used by al-qaeda cells to (again) bomb the British."
Jenvey said while the "Terrorist Handbook" has admittedly been available for some time, the recent rash of terror bombings makes its easy availability especially disturbing.
Jenvey said one site where the "Terrorist Handbook" is available is at http://emmaf.isuisse.com/indterhand.html.
One portion of the Handbook talked about a variety of ways to ignite explosive devices (http://emmaf.isuisse.com/terhand/4_2.html)
It read in part, "There is the classic ‘light the fuse, throw the bomb, and run' approach, and there are sensitive mercury switches, and many things in between. Generally, electrical detonation systems are safer than fuses, but there are times when fuses are more appropriate than electrical systems; it is difficult to carry an electrical detonation system into a stadium, for instance, without being caught. A device with a fuse or impact detonating fuse would be easier to hide."
Another on- line extract talked about Molotov Cocktails (http://emmaf.isuisse.com/terhand/3_5.html).
It read in part, " First used by Russians against German tanks, the Molotov cocktail is now exclusively used by terrorists worldwide. They are extremely simple to make, and can produce devastating results. By taking any highly flammable material, such as gasoline, diesel fuel, kerosene, ethyl or methyl alcohol, lighter fluid, turpentine, or any mixture of the above, and putting it into a large glass bottle, anyone can make an effective firebomb ... Flammable mixtures such as kerosene and motor oil should be mixed with a more volatile and flammable liquid, such as gasoline, to insure ignition. A mixture such as tar or grease and gasoline will stick to the surface that it strikes, and burn hotter, and be more difficult to extinguish. A mixture such as this must be shaken well before it is lit and thrown."
Also available in the "Terrorist Handbook" is information about the canon (http://emmaf.isuisse.com/terhand/6_2.html).
An explanation of the weapon read in part, "The cannon is a piece of artillery that has been in use since the 11th century. It is not unlike a musket, in that it is filled with powder, loaded, and fired. Cannons of this sort must also be cleaned after each shot, otherwise, the projectile may jam in the barrel when it is fired, causing the barrel to explode. A sociopath could build a cannon without too much trouble, if he/she had a little bit of money, and some patience."
An explanation followed about how to make a basic pipe canon (http://emmaf.isuisse.com/terhand/6_2.html).
That read in part, "A simple cannon can be made from a thick pipe by almost anyone. The only difficult part is finding a pipe that is extremely smooth on its interior. This is absolutely necessary; otherwise, the projectile may jam. Copper or aluminum piping is usually smooth enough, but it must also be extremely thick to withstand the pressure developed by the expanding hot gasses in a cannon. If one uses a projectile such as a CO2 cartridge, since such a projectile can be made to explode, a pipe that is about 1.5 - 2 feet long is ideal ... A small hole is drilled in the back of the pipe near the crimp or endplug. Then, all that need be done is fill the pipe with about two teaspoons of grade black powder or pyrodex, insert a fuse, pack it lightly by ramming a wad of tissue paper down the barrel, and drop in a CO2 cartridge. Brace the cannon securely against a strong structure, light the fuse, and run. If the person is lucky, he will not have overcharged the cannon, and he will not be hit by pieces of exploding barrel."

It read in part, "Plastic containers are perhaps the best containers for explosives, since they can be any size or shape, and are not fragile like glass. Plastic piping can be bought at hardware or plumbing stores, and a device much like the ones used for metal containers can be made. The high-order version works well with plastic piping. If the entire device is made out of plastic, it is not detectable by metal detectors. Plastic containers can usually be shaped by heating the container, and bending it at the appropriate place. They can be glued closed with epoxy or other cement for plastics."
The site on which the "Terrorist Handbook" is housed is a French "freeserver," http://web.isuisse.com, containing advertisements from a variety of companies such as Google, eBay, Finaref (France Finance) and La Dedoute (a large French department. store)
There was no immediate response from isuisse.com to an e-mailed request asking about the inclusion of the "Terror Handbook"on the site.
Jenvey said there the issue of such a manual being so readily available raises a big question.
"Why is the government helpless against such sites in the war on terror and should (there be) new laws shutting (down) such sites?"
