DIPLOMACY FOR FREEDOM

I have pointed out a number of times that those who treasure freedom have a good friend in the White House. President Bush's Forward Strategy of Freedom, based on the best foundation -- the democratic peace -- as it is, is working (see my blog/commentary archive ). The crucial question is how much those around him, particular the secretaries of defense and state, will push for the Bush foreign policy.
As to DOD, it has been quite clear from his news conferences that Secretary Donald Rumsfeld has been on board, but unfortunately, Secretary Colin Powell was at best unenthusiastically going along. And I had my doubts about Condoleezza Rice when she was appointed, who in her role as national security advisor, and before that as Senior Director, of Soviet and East European Affairs, seemed the archetypical foreign policy realist. I thought that as Secretary of State, she would try to inject a failed realism into what she perceived as a simplistic and idealistic emphasis on freedom.
Boy, was I wrong. Now in firm control of the State Department, she has moved to reorient State from its day-by-day reactive diplomacy and letting-sleeping-dogs-lie to one of proactive support for democratic freedom. She has recognized that the policy of supporting dictators to maintain stability has failed and that it was time for them to democratize. For example, in a June 20 speech in Egypt, she told an audience of 1,000, "Now, the Egyptian government must put its faith in its own people. We are all concerned for the future of Egypt's reforms when peaceful supporters of democracy, men and women, are not free from violence. The day must come when the rule of law replaces emergency decrees, and when the independent judiciary replaces arbitrary justice . . . . Egypt's elections, including the parliamentary elections, must meet objective standards that define every free election ... International election monitors and observers must have unrestricted access."

" Rice rebuked the Mubarak government for beating up pro-democracy demonstrators. She criticized another U.S. ally, Saudi Arabia, for jailing three intellectuals who sought political change. She called Syria a "police state." And she rejected last week's presidential elections in Iran, which included seven candidates approved by the clerical leadership. A runoff is scheduled for Friday. "The appearance of elections does not mask the organized cruelty of Iran's theocratic regime," Rice said.
Just yesterday, State announced that Secretary of State Condoleezza Rice is institutionalizing democracy promotion:
The United States supports the growth of democratic movements and institutions in every nation and culture, with the ultimate goal of ending tyranny in our world. Functioning representative governments with the rule of law, economic opportunity and other tenets of a free society do not make fertile recruiting grounds for terrorists, do not produce massive outflows of refugees, do not cause famine, and do not war with other democracies. Advancing freedom requires comprehensive and tailored strategies to ensure that we are analyzing each unique situation, learning from successful—and unsuccessful—transitions to democracy, and using all of the tools at our disposal to address the many facets of democratization.
The Department is taking a range of steps to institutionalize its democracy promotion efforts at a high level, through the launching of several initiatives, which will result in the strengthening of the Department's assets from within. Some changes include:
Rename the Under Secretary for Global Affairs, the Under Secretary for Democracy and Global Affairs. This name change underscores the importance the Secretary places in advancing the President's Freedom Agenda.
Launch a comprehensive review of the United States' democracy promotion strategies and the associated funding with the goal of enhancing and intensifying our activities in this area.
Create a new Deputy Assistant Secretary for Democracy. The Bureau of Democracy, Human Rights and Labor will get a new Deputy Assistant Secretary to streamline and centralize our democracy promotion efforts.
Create a new Advisory Committee for the Secretary to get the best expert advice on democracy promotion. Often, NGOs, Civil Society and experts outside the government from academia and other areas have invaluable, on the ground experience that we need to tap into.
Transfer reporting responsibilities of the Bureau of International Narcotics and Law Enforcement to the Under Secretary for Political Affairs. This transfer will forge a closer link between INL and regional bureaus, while allowing the Under Secretary for Democracy and Global Affairs to focus more intensively on her expanded democracy promotion responsibilities. The Under Secretary’s responsibilities for programs related to democracy and human rights, including the Office to Monitor and Combat Trafficking in Persons and the Human Smuggling and Trafficking Center, will remain unchanged.
Couldn't be better. Now Rice, Rumsfeld, and Bush are fingers of the same Forward-Strategy-of-Freedom hand.
