On September 17, 1787, as he was departing Constitution Hall at the conclusion of the proceedings of the day, Benjamin Franklin was approached by a lady who inquired, “Dr. Franklin, what have you given us ?” His answer was, “A Republic, Madam, if you can keep it.” So, how have we done in “keeping it” ?

First, let’s get an “accepted” definition of a republic. According to Merriam-Webster . . . “republic-A state in which the sovereign power resides in a certain body of the people (the electorate) and is exercised by representatives elected by, and responsible to, them. Also, the form of government of such a state.” (Emphasis added). Gives some added strength to those first three words of the Constitution of the United States . . . “We the People”. For all of those who, for whatever reason, have the misguided notion that the United States is a democracy, you win no kewpie doll.

Do we keep it when we are, essentially, bankrupt in three critical areas: financial, political, and moral ? Certainly, the first thing that comes to mind when the term “bankruptcy”, is used (with reference to finance) is the recognition that it means more is being spent than is taken in. As of August 15, 2005, the national debt of the United States is $7,880,078,708,086.37. (That’s trillions, folks). (U.S. Department of the Treasury). With a population of 296+ million, that means that every citizen, regardless of age, owns $26,631.13 of that debt. If you think your personal P & L looks pretty good . . . put another $26,631 in the debt column as see where you stand. Since September 30, 2004, the national debt has been increasing at the rate of $1.64 billion per day. Now . . . if you want a comparison to previous times, as of December 30, 1955, the national debt was $280,768,553,188.96. Can we keep a strong Republic when we just keep on spending and spending and spending ? I don’t think so.

The “pork” that is being added to appropriations bills is absolutely unbelievable. The transportation bill signed by President Bush on 8/10 contained some 6,371 “pet” projects inserted by members of Congress from both parties. The total of these projects comes to $24 billion . . . nearly 9% of the total appropriation. (The Washington Post). Please . . . I’m not opposed to beautifying the Ronald Reagan freeway in California or eliminating graffiti in New York or the National Packard Museum or the Henry Ford Museum or a visitor center at the Red River National Wildlife Refuge or a wind-powered ice sled for a sheriff’s office. I just wish someone would explain to me how you get out of the hole by digging it deeper. I don’t believe it’ll happen.

How are we doing politically ? Well, let’s start with the Oath of Office required of all Federal office holders . . . “I (name), do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter”. (5 U.S.C. 3331).

The Tenth Amendment to the Constitution states, clearly, the intent of the founders: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.” The powers given to Congress can be found at Article 3, Section 8, clauses 1-18. If there by any doubt as to the intent of the founders, heed the words of James Madison, as stated in the Federalist 45: “The powers delegated by the proposed Constitution to the Federal Government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negociacion (sic), and foreign commerce, with which last the power of taxation will for the most part be connected. The powers reserved to the several States will extend to all the objects, which, in the ordinary course of affairs, concern the lives, liberties and properties of the people; and the internal order, improvement, and prosperity of the State.

If you follow the actions of the Congress, you cannot help but wonder what happened to the oath to support the Constitution. Where did it go ?

As I have stated previously, the Federal government has “bullied” its way into more than one area (which I believe) belong to the State. Just as one example, look at Education. Local governments finance over 90% of the cost of the public school system . . . the Federal government finances about 5-6% of the total. Yet, it’s the Federal government trying to set all the standards. Maybe “no child left behind” is a noble objective. However, a more meaningful one would be to insure that all who complete twelve years in a public education system can read, write, calculate and communicate.

Moving on . . . we now have the Supreme Court involved in the eminent domain process. Remember Madison’s words, “The powers reserved to the several States will extend to all the objects, which in the ordinary course of affairs, concern the lives, liberties and properties of the people . . . “ (Emphasis added). The eminent domain process has always been reserved to local governments for improvements for all of its citizens. Guess it’s been decided that the Judiciary knows what’s best for citizens.

Relative to the Judiciary, we now have more than one member of the Supreme Court openly admitting to consultation of foreign laws in making a decision. Lest any forget, the justices of the Supreme Court take the same oath as the members of Congress. Nowhere in that oath is there any reference to using foreign law as a basis for decisions under the Constitution of the United States.

When it comes to political bankruptcy, hear the words of a former member of the United States Senate:

I speak as briefly as possible because too much harm has already been done with irresponsible words of bitterness and selfish political opportunism.
The Senate of the United States has long enjoyed worldwide respect as the greatest deliberative body in the world. But, recently that deliberative character has too often been debased to the level of a forum of hate and character assassination sheltered by the shield of congressional immunity.
I think that it is high time for the United States Senate and its members to do some soul searching----for us to weigh our consciences----on the manner in which we are performing our duty to the people of America---on the manner in which we are using our abusing our individual powers and privileges.
I think that it is high time that we remembered that we have sworn to uphold and defend the Constitution.
Today our country is being psychologically divided by the confusion and the suspicions that are bred in the United States Senate to spread like cancerous tentacles of know nothing, suspect everything attitudes.
I don’t like the way the Senate has been made a rendezvous for vilification, for selfish political gain at the sacrifice of individual reputations and national unity.
” (Senator Margaret Chase Smith [R-ME] on June 1, 1950).

Okay . . . let’s move to the final area where “bankruptcy” seems to be happening . . . the moral area.

With the recent debate over where the Ten Commandments can and/or cannot be displayed, it might be timely to be reminded of some things.

Much is referred to the First Amendment and the claim that this part of the Constitution clearly defines a “separation of church and state”. Well, what does it actually say ? “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; . . . “

Even in the light of the clarity of the words of the Amendment, there seems to be a growing number who desire to have any reference to the Almighty removed . . . in actuality to erase history. Sorry . . . if it happened it’s history. Try as some might, you cannot erase it.

Start with the Mayflower Compact . . . the opening words are, “In the name of God, Amen.” Those brave souls made the journey so that they might have religious freedom . . . freedom to choose how they would worship.

And then, of course, you have to consider the document that started this whole experiment in liberty and freedom . . . the Declaration of Independence. The opening words make it very clear, “that they are endowed by their Creator with certain unalienable rights”. Wow . . . a recognition that rights come from “their Creator” not a government. And then, the familiar closing words, “And for the support of this Declaration, with a firm reliance on the protection of Divine Providence, we mutually pledge to each other our Lives, our Fortunes, and our sacred Honor.”

To achieve the desired goal of those trying to remove the Almighty from our history, we would have to:

· remove the words, “in God We Trust” from all government buildings
· remove the words, “in God We Trust” from all coins and currency
· remove the words, “that they are endowed by their Creator with certain unalienable rights” from the Declaration of Independence
· remove the words “and secure the blessings of liberty to ourselves and our posterity” from the Constitution of the United States
· the elimination of prayer in the opening procedure of the daily sessions of both the House of Representatives and the U.S. Senate
· the elimination of the position of Chaplain in the U.S. Armed Forces
· the elimination of the position of Chaplain of both the U.S. House of Representatives and the U.S. Senate

There would also have to be some major “overhauling” of the Constitutions of the fifty states.

So, how are we doing ? Are we on a firm foundation to “keep it” as admonished by Dr. Franklin ? Or, do we need to so some serious assessment about where we are ?

“A Republic, Madam . . . if you can keep it”.
