PhotoPlus 9 and later support painting with patterns/textures. The support in 11 is much enhanced. Here I will help you get started.
“To paint with a pattern: Select the Pattern Tool from the Tools toolbar’s Clone flyout.
On the Context toolbar, click the Pattern sample to display the Patterns dialog.
To select from various pattern categories, right-click any of the thumbnails and choose a different category from the bottom of the flyout menu. There are several categories installed with the program.
Simply click a pattern to select it.
Other right-click options let you edit the pattern categories or add new patterns from stored bitmap files.“

When you create your own patterns everything will be dumped into “My Patterns”.
To avoid patterns repeating be sure to make your Imported Patterns larger than the intended target but not excessive. For example a good choice might be to make a 1024x768 source image with 300px resolution. It’s a waste to make a 2500xZZZZ pattern file that just overloads the program and hogs HD space.
You can achieve various effects by choosing to crop the source image or re-size it prior to importation. Obviously you can select the portion of the source image you wish to use.
When you paint with a pattern/texture, PhotoPlus will not keep you from painting over another area, some other tools will protect you from doing so. You might be able mask an area and paint it without risk of intruding into an adjacent area.
The painting with patterns/textures in Serif PhotoPlus is powerful but strangely buried in an obscure menu system.
